THE PUBLIC HEALTH DEPARTMENT
The Nevada County Public Health Department (NCPHD) serves the entire county and maintains a focus on population-level health. Our vision is for safe, healthy and thriving communities, and our mission is to prevent disease and injury, promote optimal health and wellness, and protect the community against disasters. Under the leadership of our Public Health Director, we strive to let our core values guide all the work we do. The Public Health Department recently achieved national accreditation through the Public Health Accreditation Board (PHAB).
Under direction of the Public Health Director, the Public Health Officer (PHO) performs the duties of County Health Officer set forth in California Health and Safety Code Sections 101,000 et seq.’ The PHO provides services and oversees communicable disease, clinic and emergency preparedness activities for Nevada County. The PHO, as a licensed physician, also provides direction and consultation regarding patient care as needed. The PHO is responsible for directing the enforcement of Federal, State and County health and sanitation laws and regulations; the work of combating and preventing the spread of communicable diseases; the development and administration of emergency preparedness plans related to bioterrorism and pandemic flu and performs related work as required.
Priorities and challenges for the PHO include:
Being at the helm of communicable disease management and investigation during a global pandemic – while COVID-19 is currently at the forefront of county and state activities, other ongoing health issues such as TB and E. coli continue to be serious health concerns. Additional health officer support is currently provided by the Deputy Health Officer to assist with the pandemic-related response
Serving as the Physician of Record for all clinical services, family planning clinic, immunization clinics
Addressing the county’s low vaccination rate. Nevada County has consistently had one of the lowest vaccination rates in the state and has an active anti-vaccine community and a vaccine-hesitant community, leaving Nevada County vulnerable to vaccine-preventable diseases.

THE IDEAL CANDIDATE
The ideal candidate will be able to work collaboratively as a member of a team and demonstrate a community-centric approach to public health with a track record of establishing and maintaining strong relationships with community. The successful candidate will have a broad interest in understanding public health – what it means to promote health and prevent disease, and will be committed to the tenants of public health. The ideal PHO will be someone who can respond to emergencies in a composed, methodic manner. Successful candidates will demonstrate the ability to make effective, timely decisions independently, as well as the ability to make effective, persuasive presentations to a variety of audiences. The successful candidate will be a creative problem solver and team builder who is supportive of staff, with the ability to achieve results through others.
Graduation from a medical school of recognized standing with a Doctor of Medicine or Doctor of Osteopathy degree and two years of experience functioning as a Public Health Officer or administering a public health program with responsibility for administration, supervision, and effective functioning of the program. Additional graduate level course work from an accredited college or university in public health, environmental health, or a closely related field can be substituted for the required experience on a year-for-year basis. Possession of a Master's Degree in Public Health from an accredited college or university program is desirable.
Licenses and Certificates: Possession of a valid California driver's license within 30 days of hire.
Possession of a valid license to practice as an osteopathic physician, or physician and surgeon, in at least one state within the United States.
Possession of a valid license to practice as an osteopathic physician, issued by the Osteopathic Medical Board of California; or as a physician and surgeon, issued by the California State Board of Medical Examiners, within 90 days of hire.
